Aaron,
I had no problems with the competition belts when my Superformance went through the DMV inspection in Horseheads several years ago. They just looked to see that the belts were there.
As Rick pointed out, the DMV inspection primarily checked serial numbers of the engine and trans, verified the operation and presence of the safety equipment, DOT numbers, and gave their blessing for a VIN (and apply the VIN tag) if you are going under a NYS "Custom" registration and Title.
For your own safety, make sure they are new belts, and properly attached to the vehicle at all mounting points, with the proper grade hardware. Make sure there are no "rub points" where the belts could fray over time.
I had the opportunity to test my SPF belts almost 4 weeks ago when I spun on some ice/snow on the way to work. They did their job! But my SPF will be off the road for awhile, getting repaired.
If I can be of any assistance through the DMV process, please contact me days at Kent Brown Toyota 607.796.9600
