Sb 100
So. What is SB 100 and what is the benefit to having it? Or another way to ask, what is the detriment to not having it? Thanks!

You can't legally smog, title, and thus drive a NEW specially-constructed vehicle (SPCNS) on California roads without it.
A previously legally titled car from another state could be legally titled without it under the "full faith and credit" statute(s), but I certainly would just go through the process and not have to worry about changing laws and smog requirements in the future.

Would a 1965 titled vehicle be exempt from the smog cert?

Only if it was built in 1965. CA frowns upon having the year of vehicle manufacture not match the actual year of manufacture - in fact, CA considers this fraud.
Do a search on SB100 on this forum, and you will find a lot of information about SB100 as well as the issues of titling a Specially Constructed Vehicle (aka: kit car) as the year is represents vs. the actual year of manufacture.

In California, if you want your kit car to be properly registered and want to avoid possible fraud charges later on, then the year of the vehicle is the year it was first completed/registered. Thus, if your car is a replica of a 1965 cobra and it was completed in 2011, then the year of the car is 2011. There is no wiggle room here. California does not care if your engine block was cast in 1965. The year of the car is still 2011. The state wants their registration fees each year and our fees are much more expensive for newer cars. It's all about the revenue.
Now, as for sb100. If you want to be exempt from all smog regulations, in other words your engine won't pass 2011 smog requirements, then you will want to apply for an sb100 smog exemption certificate. Once obtained, the vehicle is exempt for the life of the car. And it can be transferred to a new owner upon sale of the vehicle
And the advantage in having it is that your car never has to pass a smog test,
Is registered legally, and is more attractive to a buyer should you want to sell it

Not entirely true, unless CA closed the loophole.
You can purchase a used previously titled ERA, or any specially-constructed Cobra from any state that legally allows you to title your Cobra as a 1965, then the State of California has to accept that 1965 title and register your Cobra. In theory, you would be smog exempt because it has been registered as a 1965.
Now whether you would want to do that, is up to you, but I would prefer to go through the SPCNS/SB100 process and get all the proper paperwork and smog exemption that way with a used previously titled Cobra from another state. You never know what happens in the future with our laws.
Also, don't cheat the State of California on sales taxes by underestimating the value of your car, which folks may try to do with that old 1965 title from another state. That's illegal.
