Default New Registration Law in Effect in Texas

From the Texas DMV:

"We just received notification that the Custom Vehicle and Street Rod Program is in effect.

Attached is the registration bulletin that went out to all county tax offices, as well as the required forms to submit to your county tax office.

This registration bulletin will eventually be placed on our external website for the public to view. It will be located at: http://www.txdmv.gov/tac/rtb.htm The applications will also be made available on our website soon.

Is this better or worse than what we had a few months back. I'm hoping to get to this near the end of spring. Can you briefly summarize what's changed?

I started filling out the forms today and looking for an inspector.

It looks easier, but I haven't registered one the previous way so can't really compare apples to apples.

There is an FAQ document in the link I provided above which outlines what has changed. The nature of future inspections is one major change.
