A couple of years ago, a bill in Ohio made it through committee but never got to the house or senate floor to be voted on. My understanding is that the whole process will have to start over for a new bill. To my knowledge, no new bill allowing cars to be titled as the year they represent has been introduced in Ohio.
That being said, there are numerous cobras registered in Ohio as e.g., "!965". I know at least some of these were not originally titled in other states. How it all works seems to depend on which DMV office you use. I have heard for years that the state is going to crack down on some of this stuff. I have seen no evidence of any crackdown occurring nor do I expect it to occur.
