I think that any police department can fill out the form. It simply requires their police registration number. The form is available at the Sec of State office. I picked it up, on Saturday. The challenge, as I see it, are that once your car passes the inspection it can, at times, take months to receive your VIN. They will sell you a temporary certificate. It appears to come as a 30 or 60 day temp. The 30-day costs $30, if I recall correctly.
