This is a shot in the dark, but here goes. ... I was trying to sort out the switch on my 63 Corvette and was somewhat baffled. Then I discovered that the switch did not control power to the wiper, it controlled grounds. Grounding one wire yielded one wiper speed and two wires the other speed. My third wire turned the washer motor on and off. .... I have no idea if your system is similar, but you might want to look into it. I would check to see if there is a wire that does not go through the switch but carries power to the wiper motor any time the ignition switch is on. I would also check the resistance between the two "dead" wires and a known ground to see if that is where one or both of them go.
