When you say jam to tighten, are you talking about the plastic and the chrome collar? These squeeze together?
It appears to look like its just screwed on but that the tight position is 90 degrees out off.

The holes are there so you can use a 90 degree circlip tool. Or you can just use some Loctite and hand tighten the knob against the chrome collar.
