Its a screwy process in VA that I just got thru myself. If you are the original builder of the replica and titling it for the first time ever - then the car is supposed to be registered as of the year in which it is a replica. DMV will issue a VIN if necessary. So a 67 Cobra replica that was finished and titled for the first time ever (including never being titled in another state) would be tilted as a 67 Cobra. BUT - if it has been titled before either in VA or another state and you are the purchaser of it and getting it titled in VA under your name, it will be titled however it was previously titled. Relevant VA Code sections are: 46.2-602.1
