I'm with Buzz. The car is a StreetBeast.

All indications are that the body of that car came from Street Beasts - a derivative of the infamous CMC (Classic Motor Carriages) kit car manufacturer. While some owners have painstakingly managed to finish some of these replicas to a relatively decent level of finish, many languished unfinished or poorly done because of basic low quality and bad engineering of the basic components.
When you see a shiny Cobra for sale or at auction with no mention whatsoever of the manufacturer, safe bet that it might be a CMC or Street Beasts and the seller is aware of the generally negative reputation throughout the community and is actively concealing the brand to minimize collateral damage to the selling price.
