New York became the third state this year to introduce SEMA-model legislation that creates vehicle registration classifications for street rods and custom vehicles.
Like Illinois and Rhode Island, the New York bill provides for special license plates, exempts rods and customs from periodic inspections and emissions tests and addresses equipment requirements. It also includes appropriate year-break definitions, provides for the use of non-original materials and creates a titling criterion that assigns these vehicles the year of manufacture that the body of the vehicle resembles.
S.B. 539 defines a street rod as an altered vehicle manufactured before 1949 and a custom as an altered vehicle manufactured after 1948.
S.B. 539 provides specific registration classes and license plates for street rods and customs.
S.B. 539 exempts street rods and customs from periodic vehicle inspections and emissions inspections.
S.B. 539 provides that vehicles titled and registered as street rods and custom vehicles may only be used for occasional transportation, exhibitions, club activities, parades, tours, etc. and not for general daily transportation.
S.B. 539 provides that a replica vehicle will be assigned the same model year designation as the production vehicle it most closely resembles and allows the use of non-original materials.
S.B. 539 exempts street rods and custom vehicles from a range of standard equipment requirements.
I have not had a chance to check the "books" to confirm the status of the legislation, but, if this gets passed, life will be much easier out here in the burbs of New York City.

it appears that the previous bill died in the transportation committee. This is where the current bills reside.

Don't know if this is the correct thread (apologies, i'm new here), but can anyone share with me their experiences for titling and registering a "replica", "tribute car", etc. assuming this does not pass?
I am considering purchasing a new, untitled (repli)car that someone completed, but am hesitant to shell out $$$ for something that looks great in my garage.
