My experience based upon the DMV laws in Connecticut. I had a legal title and Notorized Bill of Sale, all with matching VIN, from the state of Wisconsin where the Cobra was registered when purchased as a 1966 Ford. The VIN actually was from a 1966 Ford and was inscribed on the Cobra.
Connecticut DMV upon inspection, all cars brought in from out of state had to be inspected, determined that due to the construction using compoents from other cars, the Wisconsin title was not valid as a 1966 Ford. Law states that the car had to be registered as a Composite and the year when the vehicle was registered. On the Connecticut registration I have a 2000 Composite, not a Cobra. The DMV applies their own VIN which is on the registration.
Had not investigated the Connecticut DMV laws and had all intents of registering the vehicle as a 1966 Cobra, not a 2000 Composite.
To avoid any future difficulties, did not pursue using any of the Title companies. Thought it would be best to follow the DMV laws, no exceptions or vague interpretations.
However, the emissions approach is very liberal, and the 351W passed very easily without any special tuning etc., etc.,
