351 question -

I know this has been discussed many times before, so I apologize in advance - but ...
is a 351 regarded as a small block, or a big block?

Even the 351 Cleveland is a small block.

I have had people ask what size my big block was. I tell them it is a small block.

agree with the above, and i for sure have no clue what factors made Ford decide to call them that. But i wonder if it was because the Windsor motors share a lot with the 289-302 motors. While the Big Blocks are totatlly different. Nowadays, most factory motors seem to be high output 4-6 liter motors, which i would consider Small Blocks, and the big motors are diesels.

I remember reading that the big block was defined as any engine with a bore greater than 4.00... but I can't cite the source.

I could be incorrect but I think NASCAR had a little to do with it in the 70s when they required all BB engines to run restrictor plates but allowed the "small block" engines to run unrestricted. All the manufactures are still running 358 CID engines today. In Ford's case I think it's based on the Windsor.
