When my wheels and tires shipped for Group A Autotrend in Arizona all they did was put a couple layers of thick cardboard on both sides of the wheel/tire, big enough to cover the back side of the wheel and front side, and then went wild with the shrinkwrap plastic. They used the heavy plastic, like they use on pallets. All 4 wheels arrived in perfect shape.

I purchased a used wheel and tire from a guy who shipped it via UPS. He wrapped the tire with 2 layers of bubble wrap and then covered it with brown "craft" paper. UPS delivered it without any problems. You might get charged shipping per package (wheel/tire) that way but it certainly is easy to handle and seemed to provide good protection. This assumes that the tires are mounted on the wheels.
Let us know if you find a better solution.

I shipped the extra wheels/tires to Clan Douglass via FedEx without any wrapping. Just cleaned them up a little and racer taped the FedEx labels to the wheels.
I gave them Flyin_Freddie's name...the mere mention of that crow-eatin sumb!tch was enough for them. Did you know the Tom Hanks' character was based on Flyin-Freddie? Yup...cept he was lost in a Memphis alley, rather than being shipwrecked, after being rolled by an exotic tv, which was played by the vollyball in the movie.
I guess I could just rig some protection for the rims and ship them without crates. I'm just afraid the rims will get banged up. Being a carpenter's son I immediately want to over-engineer it and use 1x4s and masonite sheets to build some simple crates.

Do you already have the tires mounted on the wheels? If so, I would build a box for them. I would not ship wheels uncovered. If they are not mounted, just box the wheels and tape labels to the tires. Or is you haven't received the wheels and tires yet, do what I did, just drop ship them to ERA and have them mount them and balance them for you.

I shipped a couple of wheels UPS and just put them in a cardboard box. They came through just fine. However, when I went to the shipping place, I had the boxes wrapped in Kraft paper - all nice and tidy. The shipping cost was almost double because of the kraft paper. We ripped it off, and just put the labels on the boxes. The guy at the shipping place said that only the post office doesn't up charge for the over wrapped boxes. Apparently the packages are handled by machine and if the paper comes off, it jams up the machine, not to mention tearing off the shipping labels. Over wrapped packages are walked through the process by hand.
The same day I was shipping the wheels, there was an elderly woman who was trying to ship a loaf of pumpkin bread to her sister. She had it in a shoe box with an kraft paper overwrap and the shipping cost was nine bucks! The two 16x8 aluminum wheels that I shipped cost about 20 bucks.

I recently shipped some steel wheels with snow tires and wheel covers via the post office. Their rates were cheaper than UPS and all I did was use clear packing tape to attach the shipping address to the wheels covers.

I don't know what your situation is but it may be cheaper in the long run to have them ship the car on the dollies & just return the dollies for a refund. Intercity charged me $75 extra because of the dificulty of the loading & off loading because of the dollies & it cost me $40 UPS ground to return my dollies last week & they are smaller than one tire & wheel combo & probably lighter also. Of course I'm always full of screwed up ideas
