I am completely disappointed and angry with the DMV's procedure in issuing the SB100 #'s. I am sure that there are many others who feel the same. I was very optimistic a few weeks ago when I made a 9:00am appointment for today. I was at the office at 8:50am, handed in my paperwork then 2 or 3 of the clerks asked each other "are we still doing these SB100's"? Oh, Oh we are in trouble already I said to myself. Well they finally got their act together and the clerk who was helping (?) me asked me to take a seat as they had to call Sacramento for the #'s. Well 1 hour later (10 am) I was paged and was advised that they were unable to get through to SAC. The phone lines were all busy. The clerk took my home phone # and advised me that when they got through to SAC and got me a # they would call me. Never happened! So at about 2:00pm I returned to the DMV and now was advised that their computer was down. (!, ?). I offered to sit on a phone and to keep dialing SAC. But that was a no, no. I kept pleading my case but to no avail. Well now I figure I am really screwed. My wife and I are going on a business trip to Ottawa tomorrow morning the 3rd and will not return until Saturday the 10th. I am sure most if not all of the #'s will be gone by then. I know that some will say it is only "sour grapes" on my part but some guys who had appointments 2,3 even 4 hours later that mine received #'s and me "zero".
The DMV should have realized how large the demand and planned for it. Howard

Are you positive that the car must be taken to CHP within 90 days? trctrdrvr is under the impression that the DMV will grant extensions until the end of the year. Should I ask for a number now, knowing that I won't finish my build until June or possibly October? It's discouraging to think that after all that work my car will have to sit in the garage for up to 6 months until next January.
Sorry ,295 @3:45, as posted by TMC on the f5 forum. Keep in mind CalDot kept 100 numbers in reserve for properly registering cars that went thu Titles Unlimited, etc, so there were only 400 this year. My guess ,they are GONE!

That is right. Sticker will expire and you can't legally drive your car even to the emission station or CHP or the Brake and Light inspection.
But I believe you guys are absolutely correct, the SB-100 number does NOT expire.
Even if they didn't give you an extension, you will be able to get your car registered with the SB-100 number issued anytime during the year. You may have to trailer it from one place to the other.
I doubt it seriously there will be any numbers to hand out past the first few minutes of Monday.
Yes it is true they are (DMV that is) using some of the 500 numbers for themselves to correct the problems from previous years. I just didn't realize they were going to keep 100 for that purpose.
They will need thousands if they wanted to correct all the early registration problems in this state.
It is time for some grass roots effort to ***** slap the politicians in Sacramento.
I just can't see how the Auto Hobby is going to sit still and take this as if nothing happened. I don't know what to do, or how to go about it.
SB-100 is a regulation set by Air Resources Board. I'm gathering information and will post some phone numbers here next week. I don't know if that's the best way to get their (ARB) attention? If you guys have any ideas on the best was to approach ARB I'm willing to do the foot work in Sacramento. I have a call into the ARB Lab and expect to hear something next week.
I heard numerous issues about people using a service to get their sb-100. I'm going to make an assumtion based on some things I've heard here.
DMV may have to refer services attempting to assign sb-100 for others to the AG. SB-100 exempts 500 kit cars. I'm not sure how a kit car is defined, but I would assume it is for personal use and not for resale.
SPNCS is ( http://www.dmv.ca.gov/pubs/vctop/d01/vc580.htm ) is assigned for private use and not for resale. Each of these issues may make it difficult for a paid for service to assist.
A drive on Sacramento, all kit cars and hotrods that need to use SB100 would help and notify the TV media. The only way to get the cause before the people is to use the media and be seen or the elected will ignore you. See how fast they reversed course on the driver lic. to illegals.
Politicos only care about your issues when you rub it in their faces the rest of the time they are on their own agenda.
I have a question for all you CA Regist. experts. Can I get my SB100 number prior to receiving my car? I have the CSX number but as you all know the cars have been delayed. After reading some of these threads it seems I may be out of luck by the time I get my car?
Any suggestions???

Hey guys, obvious there's lots of frustration here, and we're just a small part of the overall hobby that must be putting a demand on these numbers. Just a suggestion, though it won't do much for today's issue, besides your individual effort why not work through SEMA, http://www.semaactionnetwork.com/ ? They have an existing lobby effort that has been reasonably successful, and know how to approach the bloodsuckers, err legislators, to perhaps modify the number of "permits" now that they've had a taste of the demand. And SEMA business members have a vested interest in the hobby. Legislators, or more likely their staff, tend to not pay much attention to individual complaints unless they represent a significant voter block. I know there has been some discussion in the past about these approaches, but amending legislation is all about repetition of request, and timing. While the angst level is high may be the best time to muster an "asault" on the legislators.
Just a side question here since I don't know much about Cali registration process. If you bought a replica from out of state that had a valid title that read, e.g. 1964 Shelby Cobra, can you just transfer that title without hassle?

You need your original MSO, bill of sale for the engine, transmission and all major componenets to accompany the DMV documents mentioned earlier in this thread to get the SB100 number assigned to you. Once you have the number you can then go through extensions etc. until you get the car running to the CHP for inspections and then to the BAR referee for them to sniff it for the first and only time.
BTW Bob...coming in from out of state you still fall into the same category with a Specially Constructed Vehicle a twist to the bill SB1578 that demands that any SCV coming in from out of state must also register with one of the 500 numbers.
If you don't have the documents ....wait until 2004 or register the car in aniother state drive it here until 2004 ie. NV, TN etc.( somewhat Illegally with out of state plates) and get in line at that time to get an SB100/SB1578 numbers in 2004. I tried to get a number in June 2003 with fax copies of MSO etc. and was rapidly shown the door at the DMV.........sucks for us in CA but, it is the system we have to live with.

California is the only state in the union that recalled a Governor. This was started by petitions. Why don't we start a petition and get all kit car owners/clubs involved and get someone big like Jay Leno involved. He is definitely connected with Arnold and that has a lot of grunt. How do you start a petition?

Just out of curiousity,for those who just did the DMV thing,did the DMV require that you place a check in their hand before they would pick up the phone to get your SB100 number,or were you able to pay after?I would hate to think that I had just handed someone a check for several thousand dollars,only to be told to come back later because the phones are busy,or worse that they would call me.You couldn't exactly stop payment on it if you ever wanted to get registered in this lifetime.It would appear that DMV would have the"use"fees on a vehicle you couldn't "use",with no motivation to carry forward on your behalf, if this is the case.

Yes, I had all the paper work entered into the computer and the fees and taxes paid before they called. I was really worried that if I did not get a number the car would have to be sold out of State at a big $$ loss or left sitting on the garage for a year. It was true pucker time and I was worried.
Patience patience. I was there last year 1/2/03. it only took 2 1/2 hours once you get to the counter to get through to Sacramento. Of course then it was unclear what you did with the number. At least you have a few hundred people to ask for advice.

There is no fee to re-register a car under SB-100... The BAR didn't charge for the smog check either althought the DMV said it would be $8

Weekendwarrior,that is exactly my concern!All I can say is that I am glad that the deposit I put on my car is refundable,because if the situation doesn't change,"I don't play that game".The reality is it will probably get worse as more reregistration of goofy titled cars will fall into this pathetically narrow niche.
You must have the MSO/VIN to get a spcns number. I suspect if it is a first registration it will require payment of fee$$$$ at that time. If you are going to hand over fees make them stay on the phone until you get your number.
