I do know that Peter (and other CT ERA owners) have managed to get through the CT process. It does involve renting side pipe heat shields and taking it through an inspection. One of the tests has to do with testing the effectiveness of the emergency brake, for example.
Give Peter a call and he'll give you the lowdown on the CT process. It can be done.
As to NY, I went through it approx. 15 years ago. I don't believe that the process has changed in the interim, but the following comments are based upon my experience then. There is an application that only with supporting documentation (receipts for major parts, DOT numbers for lights, glass, etc., Certificate of Origin from manufacturer) goes to Albany. When the reviewer is satisfied an appointment is made at a local DMV inspection station to affix the "Custom" serial number. At that point you're off to register the car like any other. In NY for the down-staters, there is the issue of emissions. Ostensibly, if the motor is a pre 68+/- motor, all you need is a pcv valve.
One caveat; don't under any circumstances misrepresent what you have to your insurance carrier. The worst thing that could happen is to have an "incident" and then be denied coverage because you had told them that you had something other than a replica.
