Default Spring / ride height question

My Contemporary has a Jag based rear suspension, and the 4 rear coilovers are Koni based units that are adjustable for dampening, but are NOT adjustable for ride height. I'd like the car to ride lower than it does now, more like an ERA type stance. The car now has 4 - 300 lb springs in the back, and removed from the shocks and sitting alone on the garage floor they're about 11" tall. The springs I'll be looking to buy are described as 10" springs. Typically is that installed or uninstalled height?

My question is this: if I put these 11" springs in at the same 300lb spec, will my ride height go down? Should I put in lighter springs, say 250 lb? The Koni's are adjustable for dampening - is that adjustment for extension, compression or both? Any info on getting the ride height and spring choice done correctly for handling is appreciated.
