A Xenon lamp uses xenon gas, which burns/glows at differant wave length than, say, halogen. the light is "cleaner", which provides more focused light with less glare. BUT..... most "xenon" lights are for the ricer crowd, people who don't know what they're looking at. They're not really xenon at all, just a blue tinted halogen bulb. I'm not sure a true xenon lamp is even DoT legal in the US.
First, make sure you have a quality halogen bulb, that is properly aimed. Rpoper aiming is crucial. That's the best bang for the buck.
If that's not enough, then you need to step up to a HID system. They are pretty expensive, and somewhat complicated. But it is the best available.
