Bill is right those would help. But the windshield angle, stance, oil cooler lines and possibly the flares (it's an indistinct foto) indicate it may be an ERA. Or possibly a Hi Tech.

Just looking at the turn signals and the radiator area. Can't make out are there bolts in the brake duct areas. Just a guess FFR.

Does look like an ERA, but is missing the air-deflector in the center of the rad opening. Of course the headlight rims are also missing, so maybe it's not quite comlete yet.
As the others say, darn hard to tell without some more pics of interior, engine cmpt, etc. But if you get the owner to open the hood, why not ask him which company made it?

Mine has the spitter as well. I've had it off, put it back on, had it off, I don't which way looks best on any given day...

The ERA "street package" includes the splitter. http://www.erareplicas.com/427/look.htm But it's pretty tricky to get the pusher fans to work with it.

If you put your fans on the front of the car to get air through the radiator instead of the rear to push it and try to go faster they would probably work better.
