That contradicts the experiences of several customers of mine. That is why you need to speak with the enhanced vehicle inspection station in advance and get their personal take on it. Privatized system has its downsides too...

On page 3 of the MV-426B there is clearly a checklist for windshield wipers, washers and defrosters .

PA resident who just had this done
I live south of Pittsburgh and had this done in April of this year. I do not have back up lights (just a license plate light), you need defrosters in PA (with a top or not) I have just a drivers side mirror, no passenger side. Keep all receipts, your MSO (if purchased elsewhere). The biggest issue was "scrub line", nothing can fall below this (see MV-1 booklet) Brian

Wow, good to know. Well, so much for consistency. I think it's best to do all you can to be safe and not fail and have to go back.
How long did it take once you submitted your paperwork? April is peak registration season, so I am curious. I was told that they revamped their internal process and so now 10 days is the normal turn around. I wonder if that's true.

I have seen plenty of Cobra replicas in PA without heat shields over the side pipes.

and everyone is a rolling lawsuit, it cleary states in the inspection booklet exposed exhaust require heat shields.

Yes me too. Maybe some people take them off, or maybe it's a new requirement.
The rules all changed recently under the new program (a couple years old now) and seeing from this thread, maybe they are not consistent.
My intention here was to share with you one successful registration process in hopes to answer some questions; like I had before I went through it. I feel better trying to follow the rules the best that I can, just to be safe. I would rather over-prepare than to risk rejection by PennDOT and have to go through it again. It sounds like some requirements can be skipped and still pass, but I just felt that after so much time is invested in the build process, why take the chance for further delay? Others may not agree.
I don't have all the answers, just my experience.

Guess what, you sent PennDot 4 pictures of your car to get the title/registration/inspection. JohnLaw pulls you over, he has a computer in his squad car, runs your plate thu S.C.A.M.O.N.S. and looks at your pictures. You don't have the equipment on your car like when you got your tile/registration/inspection.Trooper Law confiscates your shiny Cobra and sends it off to the impound yard . Mucho fines.

I really don't think the cops care about all that nit-picky stuff. They are more concerned with DUI's and real crime. Also, cops are usually car-guys/girls. Just treat them with respect and it is amazing how flexible they will be, even if you were driving fast etc...

All it takes is one car hating trooper, or how about this, You pull into a gas station, a little 4 year old girl walks past your Cobra, and gets her leg scorched from one of your side pipes, that you had heat shields on, but took them off after you got your inspection/title/registration. I know if it were my little girl, you wouldn't even have to worry about a lawsuit, you would now be in a vegitative state. But a normal civilian would just sue you, the inspection mechanic and anybody else they could find. It CLEARLY states "heat shields" on exposed exhaust, take them off at your own peril.

I'm with Mr. Bruce on this one. Cops do look for this stuff all the time. If you don't believe me, just go sit in your District Judge's Courtroom for a morning and see all the chicken chit that they cite people for. Also, you would get sued if someone got hurt from lack of State required equipment....we do it all the time.
