Hi Jon,
Just curious…are you sure the rack mount rubber bushings/insulators are not overly worn and the mounting bolts properly tightened? That seemed a common enough issue in my prior steering/rack research. I’ve included one such link below for some typical reference ideas on the topic if helpful.
It points out the situation where the rack mounting bolts appear tight, but in reality move on the mounting brackets/bolts. They did not appear loose when the wheels were hanging and turned, but once the wheels were supported in a normal position, they moved upon turning. That may be a simple one to check.
There are other and more complex possibilities, some noted therein as well. Such as cracked cross members (particularly where the lower "A" arm bolts to the cross member in strut rod eliminator setups), worn out steering gears (can be replaced but often easiest/best to just do a new rack then), loose U-joint mounting bolts (even if the joint action itself is tight), etc.
