I'm guessing another busted druggie lost his ride. ??
I've seen the unmarked Challenger out on the 202 a few times, too.

JAFM? I have no idea what that means.
Regardless, an option on Ford's Police Interceptors is an integrated light bar at the top of the windshield. The glass is made without tint at the top to better let the flashing lights shine through.
I'm sure the primary purpose is better aerodynamics and fuel economy.
