You may have a battle to get around the tax Question. If you have all the reciepts of components to build then you could show tax has been paid as a built/build project. If this was a USED project but not yet titled you mat want to enlist legal help to prove that point as it would not then be liable for taxation.
This BS about taxing a USED car or one built by you is a reaction to the farce by AZ. and the alternative fuel give-away mainly to insiders before getting shut down as the state lost a ton of money there and are trying to recover
I would look into the fact it was a USED project and not a titled car when you bought it ( not taxable ), that you then built using the parts you have reciepts for and can show you paid tax on the parts used to create a car that you now want to title. The original buyer paid any tax due when he purchased for some price , but you then just bought a bunch of car PARTS. Good luck.
