Thumbs up Arizona Emissions Test Exemption for Collectible Vehicles Signed Into Law by Governor

I just got a copy of this newflash from SEMA.

I am really surprised that she signed this since she is pretty good at being an advocate for the EPA. This new law does not really effect most AZ Cobras but does open up some possibilities for many newer model cars as well as power modifications that would make them non-compliant with emissions standards.

URGENT LEGISLATIVE ALERT (UPDATE)

Arizona Emissions Test Exemption for Collectible Vehicles Signed Into Law by Governor

Congratulations!!! A bill (H.B. 2357) to exempt qualified collectible
vehicles 15 years old and older from the state’s mandatory emissions inspection and maintenance program has been signed into law by Arizona Governor Janet Napolitano. Under the new law, qualifying vehicles would have to maintain appropriate collectible or classic automobile insurance to retain these benefits.

The new law:

· Defines collectible vehicles as 15 years old or older, OR of unique or rare design, of limited production and an object of curiosity and maintained primarily for car club activities, exhibitions, parades, etc. and is used infrequently for other purposes.

· Provides for a rolling 15-year emissions inspection exemption that would exempt qualifying vehicles upon enactment and would pick up an additional model year for each year the law is in effect.

· Provides for an emissions inspection exemption for collectible vehicles for which the owner holds appropriate insurance coverage.

· Acknowledges the relatively minimal environmental impact of older vehicles, such as the older vehicles targeted for this exemption.

· Recognizes that such vehicles constitute a small portion of the vehicle fleet and are well-maintained and infrequently operated.

Congratulations again to all of the Arizona hobbyists whose hard work and perseverance made this new law a reality.

I am glad that she signed it into law but this does not make up for many of her other bad decisions. I will take the AZ heat over her as Gov. any time...

anyone know when it will become law. I have a 73 mach 1 with dead tags because of emissions.

Unless the Gov signed it as an emergency, I believe it takes 90 to 120 days. Not sure and would need to check AZ law.

EDITED FOR UPDATED INFO:

FYI:

I went to a local Phoenix DMV on the 4th of May and they knew nothing about the new law (signed HB2357). I asked them to call their main office and they did. It would appear that the main office is telling the DMV outlets that they do not have to honor the new law at this time and they aren't thinking to anytime soon.

I came home and wrote an email to the Govenor's office and the initiating legislature member of the bill (Barnes).

The answer is that it takes 90 days after signing for any non-emergency law to become effective. That is to allow for the gathering of enough signatures to overturn the new law should such a chunk of the population choose to do so. So I guess that means that this new law REALLY comes to life around the middle of July. I guess I can wait a couple more months...

No photo required, just imagine Janet Reno's sister, or mother!

Also this is the one and only good thing that I can recall that she has done since taking office. Effectively she is a carpet bagger that came here from out of state as a Clinton judicial appointee and ran for Gov against some very weak opponents. AZ does not have a good record when it comes to our Gov's.
