look up the vicroads site and it will indicate from which states they require more than just a rw to be done. From memory Tas and qld were two, these may have changed.
Can't recall what the extra checks were for and would presume if buying a registered and reasonable state vehicle there are not going to be too many hassles - But we are talking about Vicroads.
If the extra work is for more in-depth engineering I suggest you find an amenable engineer to work with. Again worth pressing the club boys for contacts here.
I'm using Enkelmans but I suspect they are fairly straight down the line and more conservative than you may need in such a situation - however you never know.
