New Imission laws in Victoria - no exceptions.
Folks,
I understand this effects Victorian builders but it might end up national.
Clubman builder told today that even after spending $1000's on motor with the understanding it only need to pass IM240 test that that test will no longer be accepted by the EPA. A full emission test will be required. If it doesn't pass then modifications need to be made the test redone. It's thousands of dollars each time and no guarantee it will ever pass.
Thats it. No period to comply, just as of now!!! Bad luck!!!
Has anyone had similar issues in Victoria recently?
Is it true?

This is in NSW - dated Dec last year. My suggestions is that if you are concerned or unsure of what the rules are in your state, look up the local RTA (vic roads?) directory and find out who to write to and get it in writing. It certainly wasnt that difficult in NSW, and I have spoken to the guy from the RTA about this a couple of times since (great to have a contact there). As the letter also says, as of Dec last year there were no plans to change the rules in NSW.

yeah same deal...four years ago. You had to have a STOCK engine. no changes whatsoever and the rego thing was OK.Had a mate do the emissions testing and nothing would pass. On gas, lean as grass and it still wouldn't pass...13 months later in desperation he pleaded with the RTA on the grounds of cost of testing and modifications,time spent on trying, anguish, stress and the infrequent times that he will use the vehicle. He was given an excemption ! He's on the road and laughing !. . . .go figure ?

Are you saying that if the engine is not standard or has non-standard parts that affect emissions that a full emisions test is needed?
If so, this has been the case for quite a while.
Using a standard engine with the accessories and parts from an unmodified donor car, particularly the computer, allows you to claim compliance on the basis that the donor car has already been through that for its engine, including meeting full emissions testing.
About the only mod. that's allowed that I am aware of is use of other air filters over the standard air box. This again is provided all emissions management gear is still retained in the system.
At testing then just an idle emissions test is undertaken as much as anything I guess to provide some proof vehicle's engine is close to standard as being claimed.

I still think a better argument would be to call the car an AC Ace.

Michael (lobelly) has put in many hours of his time to see the Vic Cobra Club make the list of clubs able to run Club reg plates in Victoria.
The club insists on an engineering safety test and a road worthy before they present the paper work to Vic roads.
It offers a great chance for builders to put together an authentic looking car with the owner choice of motor.
We also have quite a few cobras struggling to get on the road before the new updated emission rules come in.
Contact the CCCVic committee for further details. Membership prior reg is a prerequisite.

Yes well done to Michael and the Cobra Club of Victoria for achieving this.
Do you think a roadworthy will allow side pipes, harness belts etc. I guess they should for club type reg rules.

The engineer test and road worthy is only a guide to show the club that the car has been built safely and sensibly. If the road worthy was not signed off because of side pipes and harness the club would not have a problem putting it through.
