I agree with Jay. It could also be the shaft linkage. Lift the front end, try and move each wheel left/right and up/down. That will help you determine if the tie rods are moving. You kinda have to have someone do this while you look at the play on the tie rods. Check the linkage and see if it moves when the tires are on the ground. Sometimes the lower bolt to the rack gets loose. Loosen the 13mm nut first, then tighten the allen key, and then retighten the 13 mm nut. Also check to see if the pillow blocks that hold the rack in place are tight. If all good, than it's in the rack. I would replace it.
