Default rear ride height questions and how to set?

My situation on BDR #260 presently has 5/8 inches spring to frame gap on passangers side while driver has only 5/16.

Few questions:
Shouldn't they be a little closer to the same?
Are or can the spanner nuts moving?
How does one adjust a proper setting, drivers weight in the car and measure the frame to ground distance?
