Ct Composite Exemption 4 emissions
My Cobra is coming up for reg renewal 7-3-09. I know the law exempts us since
7-1-07 --i renewed my reg back then on 7-03-07 with no problem. NOW my new reg form states it must be emissions compliant which is WRONg.
CALLEd dmv which was a total waste of time, all you get is voice mail and seeing i live close to Wetherfield i went there. Again THEY ARE STUPID!! No one wanted to take the time to look it up.
Even the inspectors did not or would not help. All they where concerned with was with where i parked my car.
I did get a phone number from an Emission station and talked to real nice lady who ran my reg and said I'm exempt.
SO does any body know the statue number for the bill exempting us so i can write it down on my reg once i send it SO THE IDIOTS WON'T JUST SEND IT BACK and might ACTUALLY CHECK and see i'm exempt.

what's the car registered as??
At some point with my paper work they wrote the make as a "Facto".
it needs to be registered as a "comp". Took about 2 hours waiting at DMV for them to get in touch with records in Wethersfield to fix it.
So, going strait to Wethersfield would be the thing to do.

I lived in CT (Waterford) when emission testing started in early 80's. It was a joke then and a way for the private company (Hamilton Industries if memory correct) to make money and it appears to still be the same. I live now in GA where registration goes without a problem. Sorry to hear your troubles.

Hopefully when i mail it in some IDIOT will check to see its exempt and mail it back to me with my sticker, BUT I DOUBT IT.
Thats why ichecked in the first place, but i plan to send in a note lisitng the exact law that exempts them.

Joe, NC has some goofy laws about Replica's so beware. I work for Snap-On and commute to NC. My Backdraft is registered as make: Roadster and model: Shelby. No inspections of any kind. Ron

Most likely the car will be sold by then. Here in ct there registered as composites, exempt from emmisions, inspection can be ruff, but the BDRS go thru easly.

If needed, the detail on the Composite Emissions Exemption is the Registration Forum, it's a long Thread.
When the exemption became effective, all the Emissions Testing stations received a letter , do not recall if it was from the DMV or Emissions, informing them of the exemption. At the time, I read the letter, so I know it exists. Maybe one of the testing stations might still have their copy.
On the CT Emissions web site key in your VIN, if the registration was processed correctly, should not be a required test date for the Composite. I have not done this for some time, hope it is still working

Additionally, the 4C's ( Ct Council of Car Clubs ) is actively working on legislation to have the registration year of kit cars/Composites be the year that the vehicle resembles.

s.S.B. 1400 AN ACT CONCERNING THE ADMINISTRATION OF THE DEPARTMENT OF MOTOR VEHICLES
This Act passed as amended by Senate Amendment Schedules A and B and shall take effect as follows: Sections 1-5, 24, 27, 46, and 48-50 shall take effect upon passage, which is the day the Governor signed the bill; Sections 6-23, 31, 36, 39-41 and 44-45 shall take effect October 1, 2007; Sections 25-26, 28-30, 32-35, 37-38, 42-43 and section 47 shall take effect July 1, 2007. The Governor signed the bill on June 25, 2007.
Emissions Exemptions for Composites is section 35, effective 7-1-07
The brief Technical version:
Sec. 35. Subsection (c) of section 14-164c of the general statutes is repealed and the following is substituted in lieu thereof (Effective July 1, 2007):
provision for a periodic inspection of air pollution control equipment and compliance with or waiver of exhaust emission standards or compliance with or waiver of on-board diagnostic standards or other standards defined by the Commissioner of Environment
Such regulations shall apply to all motor vehicles registered or which will be registered in this state except:
(12) vehicles that have met the inspection requirements of section 14-103a and are registered by the commissioner as composite vehicles.
The Governor signed Public Act No 07-167 containing Section 35 on June 25, 2007, Composites added to the Emission Testing Exemption effective as of 7-1-2007.

Appreciate all your help, and yes my vin number punched in says exempt, the IDIOTS at DMV would not punch it in to check- when i do mail it in i will put a note inside giving them the specific law so they can check it and not just see on my renewal that i need emmisions and send it back to me. ITS DMV AT ITS BEST
