I just finished my registration process and picked up my new plates today. Does anyone know how SB100 works from here on out? That is, I know it now has a 1965 smog exemption but will I need to go to a referee station every 2 years when I get my renewel notice or will my registration never ask for a smog certificate? Just curious how it might work.

January 2nd, 2004 will be a zoo at DMV offices..

Folks who did not take the demand on the first 500 numbers seriously, and got left out will pay better attention to the next opportunity. Obviously 6 months is how long it takes to exhaust 500 numbers.

My guess is, the next few months will generate the need for 500 more numbers.

So come January 2nd. The carry over demand from previous year will go through the numbers within days, like the IPOs of the DOT.COM days.

What a mess. Only 500 numbers, in a state the size of California.

The hotrodders, specialty car manufacturers, Cobra builders who are close to completing their cars within the next few weeks, few months for the summer, are plain out of luck.

These are the folks who have been working their butts off the last year or two and sometimes longer and they just got their cars completed! State of california says..TOUGH!!

Then they wonder why some people get creative and try to go around the rules and regulations.

They knew 500 wouldn't be enough. You would think next year they would up it to 1000. No way, instead the likes of Flores and others will look at the cumulative effects of these menacing gross polluters and they will project well into the year 2050 and try to ice this last bastian of sanity regarding these cars.

Yep, we want to keep the air clean around here in California, while the lobbyists busy trying to get the Mexican trucks and truckers to operate deep into California with their cargo and their unsafe and no emission vehicles.

I am sick of it. I am going to take MORE of it.

I'm a nervous wreck....I'm on a (approx) 12 month wait since this past Jan for an ERA. So if I get the car (unfinished) this comming Jan...no luck for me until 2005!! God knows what will happen then. I already purchased a short block and wheels. It would break my heart to have to give up this dream. The outlook is dim :-( What did people do before sb100?

Either made the cars smog legal, or used an old engine block. Before SB100 you could still smog a car according to the year the engine block was manufactured.

The first year for SB100, they never even ran out of numbers. This year it took them six months. I'm thinking the numbers will last at least a month next year.

the CHP had me drive my car around to the back and a CHP tech had me show him a spot on the frame and he riveted a VIN onto the car. a # that they picked ..this was one year ago under sb100.......

So I have a 428SCJ block date code I believe is 9D14 which makes it a 69 block. If I go by block instead of body year am I still covered? I thought I remembered reading something about it being better going by body year

In your case yes you would be better to go by the car body style year. By 1969 they had started requiring emissions tests in Calif. and I think now you would have to meet the new low emissions and not the levels that were estabilished for 1969. When this first started they had different levels for different engines and then they went to the so called super low emissions and it didn't matter if you have a foour cylinder or a 550 cubic inch engine, they have to meet the enhanced emissions test. At least this is what the people at the DMV, BAR, and a couple in Sacramento that I have talked to told me. Emissions actually started in this state in 1966 but weren't really extreme at that time. So if you are going to go by block date, then get something before 1966.

What to you need to start the process for sb100 and get a number assigned? Is engine and kit receipts enough? I know the car needs to be complete to get a VIN from CHP, but at what point can I attempt to get the sb-100 number (assuming they are available)

A lot may depend on the recall.
The politicians who dream up this crap are looking very closely at the effort expended to get rid of King Davis. I am sure they realize that if it can happen to Davis, they may be next.
As pissed off as I am about politics it wouldn't take the drop of a feather for a lot of hot rodders to band together and run it up somebodys butt.

Joe,

To start the process you need receipts to show what your car is worth and you need the MSO (manufacturers statement of origin). After you get the SB100 number assigned, DMV gives you 2-3 months to complete the process (the car has to be running to do all that is required). I'm not sure how the dmv would respond to delays or what happens if you don't complete the process for oh, 9 months or so.

I think you could go and buy an acre and a PO box in New Mexico and register the car there. Then once you have the plates bring it here and register it with SB1578???


Damn.. Now what will I do when I bring the Fling Kirkham home with me to San Diego???

Sb-1508 still uses the 500 numbers for a special construction vehicle. That is another reason why they are going so fast. I really don't know but I think if you tried using SB-1508 after the first 500 number are gone then you get stuck with meeting emissions for the year the car is registered. That was one thing that some people tried to get changed when SB-1508 was first introduced but Flores and King Davis decided that was a good way to cut down the number of cars that could be registered. If enough people bought cars out of state and used the numbers then people building them in the state are stuck. We need a bill to limit the number of Davis's and Flores types allowed to register in the state and not the cars.

If you have a MSO and a pile of receipts that total up to a complete car I would get started with DMV. They are the folks that kick off the process and ultimately finish it. After you get someone at DMV to believe that there is such a thing as specially constructed vehicles and they read the letter directive telling them how the registration process is to work, they will ask to see the original MSO, and receipts for the motor, trans, kit, etc, etc and it should add up to some big believable number. If you have used a donor car they will want to see all of the DMV registration stuff on that. They will get out the adding machine sum the reciepts and multiply by a big secret number and then tell you to write them a check for that amount. Provided that you do give them a check they will attempt to get you one of those 500 numbers and a list of thing that must be completed before the registration is through. Safety inspections (brakes and lights), VIN number (CHP) etc. They will then issue a temporary registration (pink window sticker) that is good for about 60-90 days. At this point the car doesn't have to be completely together but the clock is running and before you get to the end of the 60-90 days you should have the inspections and VIN thing done which requires the car to be at least operable. When you do the VIN thing the car should be fairly well done because CHP is looking for stolen parts as well as pinning the VIN on the car. My car was running but no where near done when I did the VIN thing. Before you leave DMV make sure you have a SCV number so you can make an appointment with the BAR folks for the obligatory sniff test. Again the car does not have to be done just running and road worthy. If you run out of the 60-90 day grace period on the temp. registration they may accept a sad story and give you another 30 days (if they like you).

Some really good advice: Walk into DMV well rested, positive and willing to eat a big **** burger and smile while doing so. Plan to spend half a day indulging DMV. If it is less time you will be so happy. Have copies of the SB 100 document, study the DMV website for SB 100 details, know them by heart. Assist the DMV folks kindly and with great patience. (Well placed flattery and some small talk may go a long ways) Make an appointment online. Don't be late and be very patient. Remember DMV personnel are public servents that are going to do you the knuckle dragging hot rodder a very big favor by allowing you to register your polluting pile for a very large sum of money.

Actually my registration went fairly well. But I did just what I recommended and I did not have high expectations for any part of the experience. This suggests that if you adjust your expectations low enough you can actually have a sucess with relatively little pain.

Change the plan: bring a sleeping to DMV the day before the first business day of 2004. Sleep on the door step . Make sure you have made your appointment on-line well in advance and remember to keep a smile on your face and say thank you mam evertime you are addressed by the DMV matron.

does anyone know if you can still register an old engine outside of SB100?I'm thinking of say,a1963 FE390 to hedge my bets and to help spread the numbers around so more of us can get our cars registered.

You can still get the process started. Take all your paper work down to the DMV. Pay your fees and get a temporary registration. Then go to the CHP and have it inspected. Then you're all set for January. Once your temp registration is up, just go back to the DMV and get another. That’s what I did. I picked up my SPF on Oct. 1st of last year. Finally got my plates yesterday.

Lew,
I understood that DMV will issue you the temporary registeration inly after they call Sacramento and get one of the 500 sequence numbers. Since re are NO MORE, for 2003 I don't believe you can get the process started.
However there will be a mad dash to DMV come January 1, 2004.

You got your SPF, so when YOU go for an extensioon it is based on an existing SPF number issued. As a matter of fact in 2002 some numbers went unused.
If someone starts the process now, between July15th and December 31st, they won't be able to get to the first base. They will not be given a temporray registration because there are no more to give. All 500 for 2003 are gone.
