SB-100... now what?
Ok,
I survived the trip to the BAR (bureau of auto repair) But they don't call it that anymore. Either way it getting fingered as a gross polluter couldn't have been easier nor could they have been nicer.
I am now ready to turn in my SPCNS paperwork. The BAR guy had no idea what to do with it, and I stopped at the DMV on my way home hoping to drop my paper work in their express box but thought I would ask the info babe before I did.
All she wanted to know was whether the CHP had verified (verified it is safe) it. keep in mind it has been titled and register for 15 years. I finally convinced her It wasn't required under the provision of SB-100. She suggested I take a number, #109 I think, and they were on #3 or 4... No thanks. So I made an appointment for three weeks from now.
My question is what happens to the SPCNS paperwork?? I have the sequence certificate, smog cert. from the BAR, my original registration (current) and a new registration form the very first DMV babe had me fill out back on Jan 2, 2003 at 10:30 am after she finally was convinced I hadn't made the whole thing up and she had gotten an answer from sacramento on what to do with me.
Has anyone just dropped it into the express box and lived? It seems like since the BAR generated an inspection form and passed smog certificate / inspection, the DMV would be notified electronically and the change would be immediate, much like our regular smog checks are... Any thoughts or experiences on what to do now?

Actually a visit to CHP IS required for SB100 for the purpose of issuing a VIN number and looking over the car. SB100 is used for initial registrations. SB1578 is a bill to amend SB100 for cars that have allready been reged either out of state, gray area titles, or for the year after the initial reg. The first two also have to go to CHP. Hope they don't surprise you down the road with a request to go see 'Paunch'

um, you must have missed the part about my car having been registered for 15 years.
Go into the DMV or anywhere (this site included) and reference AB 1578 (2001) You get a blank stare. 1578 ammends the language of SB 100 (2000). As such it is commonly referred to as SB 100.
Actually SB 100 says nothing about the CHP. But yes, all newly constructed cars will need to pay a visit to the CHP. That part of the vehicle code has existed for all specially constructed vehicles and other (out of state) vehicles, salvage title vechicles, custom and home built trailers, et al for as long as such things have been covered by statute.

It says FERRA
Ok,
This is strange. I was given a tag to put on my car at the BAR referee station. It has a state seal, bar code, VIN reference and sequence number.
Further down it has a spot for year make and displacement. On it it is printed the following: 1960 FERRA 7.0L...
Now I get the 1960, as that is the default year assigned if the referee cannot (or doesn't try) to figure out the actual year of the engine, despite my telling him it was a 1966 427 and the fact that my former BAR lable stated it was a 1966 427.
But what is the FERRA about? I won't say the word but I feel dirty all of a sudden. It's a feeling that won't wash off. does anyone know what the BAR abreviation FERRA means (other than the most obvious answer)?

DMV taken over by Nordstrom?
Ok... It is Friday, December 12, 2003. I went to the DMV today and it was like a scene from twilight zone. It started when I parked in the slot closest to the door and then noticed the entire parking lot was nearly empty. I went inside to sign in for my 2:10 appointment at 1:53... A voice saild, "hello can I help you?"... I thought for a moment before I gave my standard "I WAS HERE FIRST... DIRTBAG" answer I always use at the DMV when people are pushing their way around you...
But what? That sound came from beyond the wall... The magic place where new plates come from and new tags are issued... Hugh? "name please sir? how can I help you?" the voice inquired. Oh yes, I'm SCOBRAC I'm here for the 2:10. "I can help you now" the voice said.
OK... I thought as I contenplated the possibility the DMV workers had all been abducted by the Nordstrom family for re-training by executive order of the govenator.
It was only then I realized I didn't hear a single child crying, 375 lb man snoring, no inner city teen talking on a cell phone. There was just Christmas music and Mike... The DMV guy. I started looking around. Yep it was the DMV. But where were the people? Yes, I had an appointment but a personal DMV worker? As I looked around I realized the place was nearly empty. I counted 12 people in various locations including me and my wife.
I never saw more than 4 people in the information line and were moved through quickly and easily.
I have come to verify my SPCNS conversion, I explained. "yes sir let me see what you have". Looking over my papers I told him the situation and that I had completed the process two weeks ago and left them in the express box, but would like to verify it had been accepted. "Yes sir it is being processed in Sacramento"...
if you haven't gotten there by now, it's too late. The rest of my appointment was taken up with him asking about the 7 liter Ferrari engine in my Cobra. He seemed to actually believe me when I told him that was actually a goof by the BAR. He continued chatting me up about sports cars, about a Lotus Super 7 replica he had seen at a local repair shop that the shop is selling, and how he wants one, then he told me about the Ferrari that got registered the week before. The fee's were about $23,000.
Now, I've never shaken a DMV workers hand before today but it was kind of fun. I wished him a Merry Christmas and left with a smile.
I swear...
