It's really an unbelievable chase going on right now. I'm sure there was a fair percentage of the 428 that were holdovers from 2003. I feel for all the CA specialty car enthusiasts (future Cobra owners, street rod builders, etc.) that are still in the delivery pipeline waiting for their cars. I wonder how many of them are able to get all the necessary documentation together without having the car in hand...is that possible? I can only imagine how huge the carryover into 2005 is going to be. I wonder if Aww-nuld is up to amending the original bill to expand the numbers. It's revenue to the State.

No carry overs.
500 each year, and that's it.
You don't need the car completed, you don't need any more than a MSO to apply for one of those SB-100 numbers.
DMV does not inspect or ask to see your car or even care if you have a car, as long as you have the paper work (MSO) and additional documentation for major components and pay the taxes for your future car. That is ALL they want.
You will get your SB-100 number right there and then.
They have streamlined the process wonderfully to take your tax and registration money.
Then iit gets tough. CHP, BAR, Brake and Light etc.

Turk, allow me to re-phrase the term "carry overs". What I meant by that was that there were several people that bought specialty cars during the latter half of 2003 and were not able to obtain a SPCNS number. Therefore, many of the 500 numbers for 2004 are being occupied by people that took possession of their cars in '03.

Scooter.
We have had some discussions on this. While some of us were getting our numbers in the 350-360 range, we were aware of others having received numbers in the 400's. That made it obvious, California was not necessarily assigning these numbers sequencially. I believe some of the 400 and up numbers were being issued to correct previous years registration flaws.
Was your car one of them?
What it means is, if today the DMV says they have issued number 400, it doesn't mean there are 100 more to go.There maybe a lot less.

OK.That makes a whole lot of sense. Talking about carryovers.....Just wait until next year. Everyone buying, building a Special Construction vehicle in 2004 from March to December will be needing one those elusive numbers, come next January.

Yes. Mine was one that had to be fixed. I did not know until after I bought it. It really has not been bad, just takes time.

Scootter, I think it would be kind of you to share with us what "fixes" you had to encounter. I assume you bought a "SB100 compliant" vehicle, only to get held up when the title hit the DMV. This would be excellent information for other people considering buying a SB100 compliant vehicle, as it is a strong selling point (and one I intend to use if I ever sell my car, which is 99.9999% never).

I am not sure how it was originaly registered. When I went to put it in my name at DMV there was a hold on the title. I was directed to call DMV in Sac to find out what to do. So I went through the hole process start to finish. Brake and light, CHP verification, Bond, BAR inspection, then getting everthing together to send back to DMV in Sac to get processed. While all this has been going on, I was issued a temporary to drive on. Like I said before, it takes a while but it is a fairly simple process and well worth the wait. The people at DMV were very helpful throghout the process.

Turk, you are 100% correct! 2 weeks ago I went to DMV in Navoto and the woman wanted to see the car before she would do anything. In so many words I told her she did not know the process of doing this and thus ended up in a arguement and left with the feeling of strangulation! After calming down I went to the Corte Madera office and what a difference! The woman helping me was great. All she wanted was the MSO and some paperwork for the trans and motor. 20 minutes later I had my 373 number. The only bad moment during this process was writing the damm fat check!

Received my certificate (#395) in the mail today. I was at the DMV just last Wednesday. Two DMV holidays and I still received the cert in under 7 days....wow! BAR gets a call in the a.m.

Certificate of Sequence questions
Sounds like many of you on this thread have already gone through the California DMV registration process in early 2004. I am preparing to make my way through the red tape this next January. Unfortunately I am getting a lot of conflicting information and I figured you guys could give me the straight scoop.
Who issues the Certificate of Sequence (COS)?
1. Two different people at the DMV told me its the BAR, the BAR said no.
2. The DMV web site says the DMV issues the COS first, then you take it to the BAR.
From what I read on this thread, it sounds like its the DMV.
How do you get it?
1. Some of your mentioned the mail, even though you went in person? (RedBarchetta)
2. Others said they got it on the spot at the DMV.(Cobraholic)
Is it true I don't need my CHP inspection or brake & light to get the COS?
Can I do some of the paperwork before January without risking one of the first 500? or should I just wait and do it all then?
The DMV people at my office have no clue about this. What do I say to them to get the COS? Do they have to phone someone in Sacramento or is it a computer function?
Please enlighten me with any insight you have gleaned from your experience. I'm sure there are other builders that are starting to think about this for 2005. (only 10 weeks to go).

In 2005 , the first day DMV is open, be in line and have the following ready.
1-Your MSO.
2-Separate invoices documenting , the car was an INCOMPLETE car. Engine transmission etc, came from somewhere other than where the car came.
3-Fill in all the paperwork, you will be given.
4-Be prepared to write a check for the fees and the taxes.
5-The clerk will call Sacramento and get you a Sequence number. You will be given a Temporary Registeration to affix to your car. (Expires in 60 days I believe).
6-You will have 60 days to go to CHP for them to assign a VIN number.No charge.
7-Then you will go to BAR for the emission testing (Can't pass or fail).
8-Depending on the DMV office you go to, they may also require a Brake and Light Inspection.
After you have all of the above completed, you will return back to DMV to finalize your paper work.
You will then get your title and plates.
NOTE: Do NOT leave the DMV office during your first visit without getting a Sequence Number!!
You will receive the Original (Which You MUST have) within 10 days or so before you can go to BAR.

Are 2 sources enough? Can the engine & trans come from the same place, and the car from another?
Also,
If everything was purchased in Ca and all sales taxes were paid on all of the components, are there any additional taxes?

Some of the smaller DMVs haven't done much of this. There was a MEMO # VR-2002-25 that the state sent to every DMV which details step by step what they have to do. If yours is having trouble, ask them to please get the memo and read it. Turk pretty much has it right excpet for the ones that haven't done any yet. Also bear in mind that some of the outlying DMVs couldn't get into the Sacramento DMV by phone for a few days as the lines were tied up. By the time a few of them got in, the numbers were all gone.

Turk, Thanks so much for your detailed account of the steps to take! Also I loved your site: gasholes.com.
I am an aspiring future Cobra builder. But first I have to finish off and sell my 28 year project of building a 76 Sterling( http://www.kitcar.com/sterling/home.html). Mine is based on a 69 VW (IRS) chassis with a 65 Chevy Corvair motor, bored, high compression heads, hot street cam and single Holley carb. Tranny is stock VW. I also own an 86 Vette and have previously owned a 69 Firebird 400 and a 62 Triumph spitfire.
After spending most of its life in 5 different garages (all work and no play), I have rededicated myself to get this thing legal. After spending all my weekends through the spring and summer it is now road worthy, except registration, thus my questions. From what I've read, you Cobra guys have this process nailed.
jdog, I like your question as I purchaed all my parts in California and paid Sales tax on them. From above, you can see that my engine, tranny and chassis are not from the same donor.
ron61, Thanks for the tip on the MEMO. Does anyone have a copy of it?
Turk, you mentioned the MSO (Manufacturer's Statement of Origin I think?). I don't have one, just an invoice from back in 1976. Is the MSO new since then? or do you think the DMV will insist on this? The company has been bankrupt for 20 years.

I would suggest you make an appointment in Dec to go in and ask questions and get all the papers you need. You can not start the process in Dec but you can get all your stuff ready and make sure that DVM is up to speed on SB100. Jan 2 is not the day to be sent away because you don't have the papers you need. It will be difficult for the DMV clerk to get through. You need to be persistant. DO NOT GET OUT OF LINE UNTIL YOU HAVE YOUR NUMBER.
