This is BS since many if not most of these cars are now considered collectible classics and are not likely to be daily drivers. The (I believe intentional] "error" is in assuming the miles driven are the same. My 1974 Scout 2 (4 x 4) was such a vehicle when we lived in Cali.. it was NOT my daily driver and saw no more than 2- 3 k miles per year. The jerks required me to smog it regardless. It passed but was costly and a waste of time and energy. I still have the Scout, [almost fully restored now and it's an on-going project] where we live there are NO smog checks. We will never return to Commiefornia for this and sundry other good causes.

The sad thing is the way these bills are targeted... there's only two classes of people that have older cars; collectors and people that cannot afford to get newer cleaner more fuel efficient ones.

So by doing smog checks, what are really accomplishing? Hurting the collector market and punishing the poor(er).

If they gave a tax rebate or other incentive, it wouldn't affect the collector car hobby and it might persuade some people to turn in their older stuff, for a new or newer car; creating sales which creates sales tax, which reduces emissions, which reduces fuel consumption, etc.

Always laugh when these government types start spewing out numbers like this "155 times" thing. In Cleveland, we are allowed so many ppm of certain pollutants - at my last E-Check on my pickup, I was at .5ppm of something (would have to dig up the paperwork to see "what") and was allowed 300ppm. So.... 155*.5=77.5 which is still well within the legal requirements.

I wonder how many pollutants get spewed into the air during one good blow-it-up scene in one of Arnolds movies?

As I've noted previously, I have a 1976 Bronco that I've held onto for over 10 years before doing a complete frame up rebuild just so the rolling exemption would catch up to it. If the bill gets signed, I miss it by one year.

A pocket veto would do nicely, and he can blame it on all of the "gut and rewrite" bills that are getting passed this week, "it got lost in all the shuffle."

There is a similar situation here in the UK.

We have a thing called "road tax" - a Government tax amongst others you have to pay annually to be able to put a car onto the public roads. Around $275 pa. You get a thing called a "tax disc" (piece of paper) that must, by law, be displayed on your windshield.

A few years ago, all cars pre 1975 (could be a different year or two, can't recall) were made "exempt" from this tax, on the grounds that they were "collectors" cars.

We were given to understand that this date was a rolling date - i.e any car becoming 25 years old as the years passed would be exempt.

Of course our beloved Governement told us that this was never their intention, and that the 197* date was fixed.

Another example of goal posts being moved. Somehow I doubt that I shall ever like politicians.

I understand that CA Assembly passed the bill last night, so AB2683 has now been sent to the Governator.

I doubt if Arnie will veto the bill. To much politics involved and he is trying to get backing to change the law so he can run for president.
Now about the bill going to Busch to sign that congress passed. That bill will give ALL 50 states the power to put a toll on all interstate freeways and decideh how much they want to charge. Sinceabout 3/4ths of the highways in Calif. are considered Interstate, that means we will be paying again just to drive to town or work. Boy, will the backroads around here get a workout.
The devil with cars, I think it is time for an airplane.

In the good old days, the Government taxed the people of the Colonies on stamps, and tea. The people revolted. The Government burned down Washington D.C. The people rebuilt it, and formed a new and better Government. Instead of taxing stamps and tea, the Government taxed alcohol. Then automobiles were invented.

Today, The Commonwealth of Virginia allows Counties to levy personal property tax on automobiles based on value. This can be a hefty annual sum for an expensive import. And of course a sticker must be placed on he windshield to display that the tax has been paid. And the day the new annual stickers are due, the county police set up roadside checks ticketing the tardy.

Today, the inscription on car tags for Washington D.C. residents reads, "Taxation Without Representation". DC is not a State.

Perhaps we ought to invite the Brits back. Give them a box of matches for DC with the understanding we'll pay your tax on stamps and tea, but leave our booze and cars alone.

That would be the best thing that could happen to this bill. And that way he would not have any of the gang down there claiming he vetoed a bill that was good for the people. I like Brent's idea. Maybe he should e-mail one of Arnie's aides with that suggestion.
