DMV Fees
Good morning all..
So I was going through my paperwork and it hit me.. How do I organize all of these receipts for the DMV? Which do I include and which do I not include. I certainly don't want to include for tools I have bought. Do I need a receipt for the engine block? I don't have one. Do I include every receipt for every little bolt, washer and nut or just the big ticket items....?? Ie Kit, engine parts, tranny, rear end, tires, wheels.. ??

I just gave them a copy of the reciepts for kit, engine, trans and wheels. The DMV goddess didn't care either way. She just added them up and checked that it matched the statement of construction form. That will be the total they base the Use/Sales tax on. Then you have your normal DMZ licensing fees. Mine were $270 or so.

Is the statement of construction form the same as the MSO??? Do you just fill out the regular application for title form or are there special forms for the DIY cars??

The MSO is the certificate you got with the car from the manufacturer. That is a stand alone doc for the DMV. Make a copy of it. The statement of construction is, if I recall correctly, is a total dollar amount you spent/paid for the car. Your receipts should add up to that. You could provide a summarized Word document to the DMV outlining the receipt purpose and grand total. State that engine receipts total $xxxx, tranny total $xxxx, installation total $xxxx, miscellaneous total $xxxx, and grand total. Attach copies or originals of your receipts to that doc. Make it easy on them and you'll get out of there before all the SB100 numbers disappear. By the way, MAKE SURE that the local DMV you go to has knowledge of the process. Ask a supervisor in person a few weeks ahead of your appointment. When I went on 1/2/04 I got the blank stare from the DMV employee about SB100 numbers and special construction.

Give them as little info as possible. You will be taxed on every thing you show and tell them. Of course you do need an engine and you can use a “statement of facts” form explaining how the engine/trans etc. came from your old junked pick-up truck, it was free, that and the MSO should be all you need. Make them ask for anything specific...

So essentially I should only show them the receipts for the kit, engine, tranny and tires and wheels and thats it.

If it was painted locally and you paid tax on that reciept don't give it to them as you have already paid the sales tax for the $$ figure. Just give them the main pieces that are listed on the statement of construction.
Part 5 of the statement of construction asks for:
1. Purchase price of the unassembled kit.
2. Purchase price of the partially assembled vehicle (body/frame)
3. purchase price of the completely assembled vehicle
4. Purchawse price of the new and/or used component parts
5. Cost of frame. (if purchased separate)
6. Cost of the engine (if applicable)
7. Cost of the installation of hte transmission/engine (if applicable)
8. Value of parts NOT supported by bills of sale or invoices
9. Total value of vehicle (including labor)
Pick one from 1-3 put in amount
on #4 add up trans, tires wheels etc
assign values to #7 and 8 if applicable
Add them all up to get #9.
This is what they will use to figure your sales/use tax. If you purchased these things in CA you have already paid sales tax on them so make sure you note how much those totalled so it can be deducted.
Keep it organized and take any reciepts with you to back up the claims made on above section.
That is all it takes.
