Rear Axle Sway Bar / brackets

I have a ford 9 inch rear axle. It has a stabilizer/sway bar that attaches to the lower control arms. The sway bar runs behind the pumpkin and has no other points of contact other then the control arms. On both sides of the axle are some brackets bolted to the lower shock mounts and saddle clamps the axle tubes. The sway bar runs through an open area of them but does not contact them. I see no purpose for these. Can anyone shed some light on these? Thanks
