Question fuel pump relay

I finally got my engine running after a year, but I had to hard wire the fuel pump to the battery. Its a stock mustang in-tank pump and I'm using the CR harness and relays instead of the relays off the 95 EFI computer. I have good grounds and 12V to the relay, but no juice to the pump or pump fuse when I turn the key. The only other circuit on the relay is the ballast resistor-wire 128, which I'm not using (its open). Does anybody know if I have to use the resistor. or can I just leave it open, or should I short it.
Any help would be appreciated.

Check the constant hot lead at the relay, if it is hot (+). Then check the relay's trigger wire to make sure it gets juice when the key is on. Then check that the relay's ouput gets volts when the key is hot. If those all work out, but the pump is not getting juice, check continuity between the relay's output and the pump.

Whats a trigger wire? The only wires going to the relay are the accessory wire 112, which is hot (12V) the ground, the ballast resistor and elec choke (128) which I'm not using and the fuel pump relay to fuel pump fuse wire (131) which gets no power when I turn the key. So I have to connect a ballast resistor just for this relay?
Thanks

If you are using the standard wiring from Classic you don't need anything more. The power wire for the pump that runs through the rear harness does have a relay circuit. All you need to do is turn on the ignition and you will have power to the pump wire. Are you sure you have a fuse in the fuse block for the fuel pump?
