Default Contemporary Classic #3144 builder?

I'm trying to determine who was the builder of our Contemporary Classic Cobra #3144. It appears that it was built in approximately 1985, perhaps in North Carolina but it carries a Pennsylvania issued VIN plate. Thanks.

What is the "SW" number attached to the PA vin tag?
