California Laws vs. Financial Goals?
SERIOUSLY FLAWED CALIFORNIA LAWS/BILL AND DMV VEHICLE CODES THAT CONTRADICT THE STATE'S GOALs TO GENERATE ADDITIONAL INCOME for THE STATE OF CALIFORNIA.
Contradiction: California Laws vs. Financial Goals -
A) 500 SB100 numbers issued each year through DMV
B) New special construction cars being built by public
C) 70,000 reported cars with illegally registered titles
D) DMV sending out notices enforcing value/fees/tax re-asessment for adjustments of these 70,000 cars so California can generate more income
E) California Goals to generate more income through DMV
F) C.A.R.B does not understand and has not quatified the actual low-mileage use vs. actual emissions produced by these cars in total in comparison to other type vehicles in total.
If these California GOVERNMENT PEOPLE could learn how to "READ" and the BEAN COUNTERS could "READ", and get a handle on the C.A.R.B they might be able to REALIZE this MAJOR FLAW, fix it by issuing 5000 SB100 Numbers per year in order to accomplish the California State GOAL to generate more INCOME through DMV fees and reassessments of registrations.
Folks: THE RIGHT HAND IS NOT WORKING WITH THE LEFT HAND.
Resolution:
Get the left hand talking to the right hand and change the 500 SB100 numbers per year to 5000 SB100 numbers per year.
Results:
Faster $income$ for the COSTLY STATE OF CALIFORNIA to realize its established goals.
Its a JOKE and a MESS!

That makes as much sense as a one years amnesty program so no way will it ever be considered. They aren't enforcing value/fee/tax re-assment as they are pulling titles and not only losing what they were getting from those cars, but it is now almost impossible for those people to get one of the 500 numbers. So they are in fact losing income and not generating any by pulling the titles. The DMV can't change the 500 number, that would take an act of the Legislature. Can you say 1,000,000 tree huggers screaming while they stand on top of their SUVs.

Be careful - if you buy an out-of-state turn key vehicle it will probably never be registered as a special construction vehicle. SPCN can not be built for resale. If you cannot register these vehicles as a SPCN they can only be used off California roads- no highway driving. Easiest approach is to obtain the chassis from company A and have the engine installed by company B. Problems arise where one company does both. They could be considered a vehicle manufacturer and more importantly your vehicle was built for purpose of resale. Make sure you do your homework

Robert thanks for chiming in here. If you are the Robert I think you are is there any news on the horizon to help straighten out this mess? Seems easy to remedy and generate considerable revenue for the state.
