Default Headlight low beams

I don't have my engine yet, but temporarily installed the dash and hooked up all the wiring to test all but engine related components. Good with the lights except for one thing. Turning the switch on in the first position turns on the front parking lights and taillights, but not the headlights. In the second position, the headlights come on with the high beam indicator. I believe the headlights should come on in the first position? If that is correct, my low beams aren't functioning. Any troubleshooting hints?

Default Lights

The first position on the dash switch is only running lights. The second is head lights and the high beam switch in the turn signal lever at the end. It is old VW switch, that will turn on high and low beam.
