The 428 crank - original or aftermarket - only needs pistons to work. You can re-use your existing rods. But you will need to rebalance since the factory 428 was externally balanced. You'll be purchasing a crank, pistons, rings, bearings, and balancing.
For the added cost of a set of rods - newer, likely better (depending on points of view) - you can get a complete rotating assembly with a 4.125 or 4.250 stroke that has a lighter piston, and longer rods with the BBC bearing dimensions.
Only reasons to do the 428 crank deal these days is to stay within a rules mandated displacement, utlize pre-existing parts to save some cash, or to retain Ford dimensions for reasons of nostalgia or restoration integrity.
