You May want to verify that it is a actual 428 Block, as GT ( S code ) mustangs had a C6ME 390 block in some cases. (you can machine things but, it helps to know EXACTLY what you are starting with.)
other than that you may want to take it to a machine shop and verify you have material to get an overbore you want. (hopefully prior to purchase)
Anything more than .030 should require careful inspection ;as some that I have seen at .060 are overheating clunky chunder monkeys.
You can always sleeve, but that is an involved process. and with the repro blocks out there , there is no real need to sleeve.
