A few problem areas:
a) Side Marker Lamps: Convince SGI front and rear lenses project enough to be visible as side marker lamps - maybe with bulbs with side-mounted LEDs. Plan B is some very small LED lamps.
b) Side reflectors: Self-adhesive ones mounted to the side of the 'bumperettes' - visible directly from the side, but front bumperettes may be in too far. Thoughts?
c) Rear reflectors: Either convince SGI some reflectors on the license plate frame are good enough (little chance of success) or mount inside loops on each end of the rear bumper.
d) Sidepipes: big red flag for SGI. I can try stuffing stainless pot scrubbers in to try and reduce the volume to 84 dB, but looking for ideas - short and long term.

I'm afraid I don't have direct answers to your questions. But if I were you, I'd try contacting someone in Saskatchewan who has already dealt with these issues before.

My suggestion would be to contact Al Elmer at Thunder City. Al used to be the official Superformance Canada dealer in Saskatchewan and surely would know the practical ins and outs of SK "kit car" registration and licensing.

Finally got through inspection and have my approval. Long list of things, but here goes:
Fixed:
- hazard flashers
- steering u-joint clearance to body
- brake lamps
- loose carpet on driver's side
- gas tank vent
- wheel alignment

Replaced:
- clutch & brake pedal pads
- upper control arm bushings & strut rod bushings

Added:
- daytime running lamps
- centre mounted brake lamp
- brake system warning lamp
- rear & side reflectors
- backup lights
- jounce bumpers in front coilovers
- sealed, externally vented battery box

Stake coilover adjuster rings
