My roll bar is currently at the higher of the two positions, and I'd like to raise it further - about 3" higher.
It seems to me I could get a stepped sleeve where the lower diameter would fit into and bolt to the roll bar, while the lower portion would be the same diameter as the roll bar (2 1/2") and fit into and bolt to the roll bar mounting sockets on the frame. I haven't measured yet, but it seems I could get 3" higher without the upper bolt holes on the roll bar being exposed above the body.
Anybody do anything like this?

FWIW, the bottom of the roll bar is 4" above the highest point of the body immediately beneath it. I just put a level from the top of the windshield in the centre of the car to the top of the roll bar, and the roll bar is 2.75" below the top of the windshield (in the centre). Finally, the bolts fastening the roll bar to the frame sockets are in the upper holes.
What I'm suggesting with a stepped sleeve would reinforce the roll bar though, of course, it would do nothing to reinforce the sockets. Perhaps I don't need to raise it 3", but raising it 2.75" would only get it even with the top of the windshield.
I'd probably leave well enough alone if mine was at the height yours is, as it certainly appears higher than mine when I look at pictures of your car. Also, when I look at yours it seems you have a few inches of straight tubing before the start of the curve, whereas mine starts to bend not very far above the top of the grommet.

I don't know about the roll bar on your car, but I pulled my roll bar today, and the I.D. was slightly over 2 5/16", meaning the wall thickness is somewhere around 0.080 - 0.090". To be blunt, it doesn't appear to me to be much thicker than normal exhaust tubing (usually 0.065").
Based on the above, it would seem the roll bar is more for decoration than something we should depend upon too greatly. As to the sockets / bar pockets, they're far more robust than my roll bar, and I suspect if push came to shove the roll bar would bend or collapse and the sockets would be just fine.
Just my $0.02.

I have raised my roll bar 2.5", and the top of it sits slightly above the head rests (Honda Civic Del Sol seats), but slightly below the top of the windshield. Looks much better.

It looks like someone cut your roll bar down to make it a kind of accent vs. something that works. Mine looks very much like your "after", but it may be slightly lower. YOu can check out my gallery photos

BTW, how big is that gas tank of yours? What are the dimensions? I like your cardboard template idea - I'll have to do that. I'm looking at having a tank made up by a local fabrication shop for more capacity and to reclaim some trunk space.
The previous owner installed a vertical tank in mine that's all of 12 gallons, and the forward face of it is about 3" aft of the vertical wall in the trunk (not the upper section), so it really chews up what little trunk space these cars have.

21 Gallons. I was thought I could make it larger than 21 gallons as well, but I had to cut back on the width because the shape makes it difficult to get into the trunk if it's any bigger in any dimension. It has tabs which you need to negotiate on entry. It's aluminum and coated with epoxy paint. I made a cardboard mock-up and made a drawing from that. I think this tank strikes a good balance and gives me the extended range I was looking for. If you want I have an isometric drawing with dimensions I sent to the tank manufacturer. This tank has 2 baffles side to side, and a baffle on the filler to prevent surges up and out of the filler lid.
