67 cobra registration
Can someone explain to me how this all works in California? I am looking at an out of state car that is currently registered as a 1967 model kit.
Looking at the DMV site it sounds like I would nee it to meet smog regs, but them I hear about some sort of "get out of jail" clause that allows us to run the motors without needing smog.
Hows this work with out of state cars?
Any help in clearing up would be greatly appreciated.

I brough one in in 2010, It must go thru what they call Senate Bill 100... They issue
500 exemptions a year. I was at DMV on the first day of the year in 10 minutes I
received # 51 and they tell me they run out real quick. Then I was at Bureau of auto
repairs 3 times and the Hiway Patrol twice, it took 5months and They issued a new
serial number and now classsifiy it as a SPCNS not a cobraq...
Maybe someone else has had better luck.

You can also search "SB100" on this site and get more information than you can swallow.
From what I've heard that since 2008 (the downturn) SB100 numbers are available almost through the whole year. They use to be depleted by the second day in January, but that was when the economy was rolling.
The SB100 is an exemption for the smog requirement.
Once you get the paper work completed it is painless, as long as your paper work is in order.
If I were looking to buy I would be looking at California cars with an SB100 number already assigned.

pgermond's answer on the last line is the smart one if its an option for you. Many will tell you to go buy a car that is already registered with SB100 in CA. There is a good reason for it. This can be a pain in the arse if any step in the process goes sideways on you. Next easiest is to build your own as you will have all the paperwork. Last, is buying an out of state car. It's a crapshoot some times on the prebuilt cars. If you are willing to take the time to do the research and willing to assume some risk of bringing in a pre-built car in from out of state, be aware there is no guarantee that CA-DMV will allow you to register the car as a special construction, and no guarantee the BAR will provide you with an exemption from smog. Be aware, not all make it through. I know of a few cases where it took extra insurance bonds and a year or more of fighting the case to get it registered. Not all, but a few.
Starting a build from scratch and building it as a special construction car follows a different set of guidelines versus a pre-built car that was already built and already registered out of state as a 1967. This is a red flag to DMV. Worst case, you will have to prove the car is a hand built constructed car with all the receipts for the parts. If you have the receipts, expect to show them to DMV to assess value and the BAR too. It can be frustrating for some folks depending on how prepared your are with paperwork and receipts, and historical details. Being it's from out of state, the CA Highway Patrol will need to inspect the car for sure. They will likely look at the receipts to make sure the parts are not stolen. If you buy the car from someone else pre-built, and don't have the receipts for most of the major parts, expect nothing with no guarantees of getting the car registered. It can vary from situation to situation on a case by case basis. Welcome to the jungle. There are lots of SB100 CA threads on ClubCobra.com. Good Luck.

Sorry to offend anyone. The last thread pretty much covers what I needed to see. Thanks for the info. I'll try to not bring it up again. Guess I'll pass on pre built out of state cars. Sounds like too big a risk for me.
As far as building one, I don't have the room, and I doubt if I have the knack, or the tools required.
I know enough about myself, that I am not good at building things.
As far as I know this is the only thread here where I asked about it. A search of my name showed two threads total from me since I came on board. Not sure where the anger came from.

I think you are getting good advice from folks here. The reason it can seem as if folks get irritable (about THIS subject) is because this process is not for everyone. Not fun. You have to be willing to roll the dice a bit on buying an out of state 1967 year titled car that you did not build, and we all know of cases where it did not work out for a few. There are happy stories and ugly ones too. There are quite a few threads on SB100. California is particularly sensitive to out-of-state vehicles. Last year, someone bought a car from another state (newly built) and could not register it because it did not meet the definition of a SPCNS. It was quite a difficult situation. The person had to sell the car. Each case is a bit different so you need to get very specific about the car you are discussing.
A better alternative is to buy a car already registered and having SB100 in California.
You went to the North Bay Cobra 'breakfast' at Denbeste's on the day you wrote this and you met all the experts at Denbeste as well as a bunch of folks from North Bay Cobras. You talked about the registration process at that BBQ.
The rules of the State are quite clear and easy to read. You seem to know what those rules are and now you are asking if you can register the car without the proper paperwork. [edit - correction, you've dropped that point and have decided to buy in Ca.. Still, call Sacramento before you buy any Cobra to be sure there are no issues with it] So at this point, you should talk to the DMV in Sacramento to get your questions answered. Give them the details about the exact car your are interested in and they will give you the answers you need. They will be very helpful in getting you a legally registered, smog exempt car that you will enjoy for years to come.
Seeking further help on the forum for this kind of detail is pointless. You need to talk to the people that will be registering the car for you. There are people on this forum that have a lot of expertise in this area, but in the end, you are going to go to the DMV to get the car registered. It is they that will make the final decision, so talk to them and then there will be no questions in your mind about your purchase.
