Default Anyone going in next month on SB5585?

Just curious. Be interesting to see how how much trouble it is going to be. I'm going to do mine but I still have to get the plate. I still don't understand if they're going to take your word for what you have or if there's some kind of inspection involved. I have a 1998 SV resigtration. Do I just tell them that I want it registered as a 1967 Cobra? I also read that hotrods and SV's will be exempt from emission inspections but I don't understand how that is going to work. I have many other confusions in by life but they are going on the back burner for now

My license is due next month, and I do not have to have an emissions test, so I'm just going to renew the current license. Next year I will switch it over after I learn what is needed.

I contacted the state DOL office a couple of weeks ago about procedure for previously titled cars. They wrote back to contact them again after Oct. 1 because they have to study the details of the bill. Imagine they are going to have to consult with WA state police about inspections. When I get another response I'll post it.

No, this was a SEMA sponsored bill. Basically it allows anyone with a kit car to title it as the original from which it was modeled. The bill also provides for re-titling an already registered car. In my case I bought a Cobra that had been titled as a 1998 SV in Kansas so when I bought it and titled it in WA I had to have it titled as the same and required emissions testing. With this I go in and re-title resulting in no testing and no annual licensing fee. WA only has testing anyway, in certain "high population" counties. I beat it anyway by registering my car to a P.O. Box which I maintain in the next county that does not require testing.

On the Factory Five Forum web site you'll find the correct story of registering/retitling (and how it all came about) - it's changing to collector vehicle status ie '65 cobra-after Oct. 1, you take your Washington state title and 30.00 into the agency of your choice, the car is retitled and they either issue a collector plate (only one required on the rear) which is a extra charge over that 30.00 OR you provide your own collector original Washington state license plate. I purchased a original from a dealer in Oregon-going price seems to be around 80.00 for one in like new condition-good luck finding a 1963 plate that isn't balled up along with the car it was on- but it will be stamped 1963 and green with white letters - then if you want a tab that's your choice-there are reproduction tabs available-I got lucky and mine came with an original 1965 tab. as collector status there's a limitation (officially) that car can be driven only in parades-on club outtings (a club has been determined to be one car or more) or something like 2,000 miles a year. no one monitors or cares about these limitations so everyone disregards. this 30.00 is a one time fee-no other cost ever-no smog testing ever-no state patrol inspection needed to retitle-House Bill # 5585 can be looked up - Olympia bills passed-it was recommended by the licensing office I use, that cobra guys take a copy of this or the bill number with them when retitling, as most offices will be confused or uneducated to the change and may give out bad info or create extra requirements that are not needed-this bill details it all. Oh and if you have vanity plates you lose em-or keep em and pay every year like every other car on the road

Please keep us posted on your retitle. I'm getting conflicting reports on inspections, but no definitive ruling from state DOL yet. Would prefer to avoid inspection and just retiltle at local license bureau if possible.

From what I read, if vehicle holds a valid title (WA or another state) no inspection. Will be interesting to see. Once I get my period plate I'm going in for mine. Any info appreciated.

Wow. Congrats on the new baby. I had a Pewter Metallic 2001 with a 6 speed and every option. I loved that car. I just had too many toys and had to get rid of something.
Your Corvette has everything you could want - looks, power, comfort AND it gets 30MPG. Damn, I almost talked myself into another one. You don't think 3 Corvettes is excessive do you?

Emissions testing is not something you have to avoid. Every 2 years I take my car through emissions, and it fails. Then I call Kerry Swayne at Bellevue office for DOE for emisssions control 425-649-7101 and they change it to passed, then I send in my license renewal. This is possible because there already is a kit car exemption in Washington. The new law all around is better except I am concerned about a mileage limit.

There isn't a mileage restriction, but you are right that use under collector plates is limited to car shows, club drives, and occasional pleasure drives. Jake, a WA sheriff on this forum, said he's never heard of a collector plate vehicle being ticketed on this issue. Owners that can live with getting a waiver every 2 years can stick with kit car classification. I'm just concerned that the emission waiver is not in writing anywhere and what happens when Kerry Swayne retires? Also getting a 1960's title makes your vehicle a lot more saleable across the country.

I went in to register mine today in Gig Harbor Office. Got a period plate off E-Bay. Apparently it is going to require a visit to State Police who sign a form the DMV office gives you where they "look at" your car and certify that it looks like the year you tell them it is. Now all I gotta do is hope for sunny weather on the day they schedule me for. I try not to be a cranky old man but this state really torques my ass.

SB 5585 adds, changes, and deletes several chapters of the RCW.


AN ACT Relating to street rod and custom vehicles; amending RCW 46.16A.060, 46.12.560, and 46.37.518; adding new sections to chapter 46.04 RCW; adding new sections to chapter 46.12 RCW; adding a new section to chapter 46.16A RCW; adding a new section to chapter 46.37 RCW; repealing RCW 46.04.3815, 46.04.571, 46.12.705, and 46.12.710; and providing an effective date.

Please let us know how the inspection goes. I'm hoping it's like you say and not more crap like parts receipts.
