Default The greeners are after your money in Washington State (your state is next)

Someone forwarded this to me last night....Unless I am reading this wrong, they want to tax you for your engine size AND your amount of emissions yearly (up to $1200) PER CAR!!!!!! As if the gas prices weren't enough. How about tax for actual miles driven per car??? If driver 1 drives five miles to work with a big engine and driver 2 drives 25 miles to work with a prius, well, who polluted more? This is just a revenue that they can suck in under the umbrella of saving the world that has become a religion over the last couple years. I think we all can help out, but this is rediculous! Time to push back on your representatives!

If you think this isn't coming your way in other states, you're crazy!

SENATE BILL 6900
_____________________________________________
State of Washington 60th Legislature 2008 Regular Session
By Senators Tom, Kohl-Welles, Pridemore, Keiser, and Kline
Read first time 02/01/08. Referred to Committee on Water, Energy &
Telecommunications.
1 AN ACT Relating to establishing vehicle engine displacement and
2 emissions fees; adding new sections to chapter 46.17 RCW; providing
3 effective dates; and providing an expiration date.
4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
5 NEW SECTION. Sec. 1. A new section is added to chapter 46.17 RCW
6 to read as follows:
7 (1) A vehicle engine displacement fee must be paid and collected
8 annually for motor vehicles subject to the fee under RCW 46.16.0621,
9 except motor homes. The amount of the fee must be based upon the
10 vehicle engine size in liters, which is correlated with vehicle size
11 and vehicle emissions. The fee imposed under this section must be used
12 for transportation purposes, and may not be used for the general
13 support of state government. The vehicle engine displacement fee is
14 that portion of the fee, as reflected on the engine size in liters set
15 forth in the schedule provided in this section, that is in excess of
16 the fees imposed under RCW 46.16.0621 and 46.17.010. For vehicles
17 registered on or after January 1, 2009, the vehicle engine displacement
18 fee under this section is due at the time of initial vehicle
19 registration and any subsequent renewal of vehicle registration.
p. 1 SB 6900
1 Engine Size (liters) Rate Schedule
2 Up to 1.9 $0
3 2.0 - 2.9 $70
4 3.0 - 3.9 $225
5 4.0 - 4.9 $275
6 5.0 - 5.9 $325
7 6.0 - 7.9 $400
8 8.0 or over $600
9 (2) For the purpose of administering this section, the department
10 shall rely on the vehicle engine size in liters as provided by vehicle
11 manufacturers, or other sources defined by the department, to determine
12 the engine size in liters of each vehicle. The department shall adopt
13 rules for determining engine size in liters for vehicles that do not
14 have a manufacturer-provided engine size in liters.
15 (3) The vehicle engine displacement fee under this section is
16 imposed to provide funds to mitigate the impact of vehicle loads on the
17 state roads and highways, as well as encourage the reduction of vehicle
18 emissions and is separate and distinct from other vehicle license fees.
19 (4) The vehicle engine displacement fee collected under this
20 section must be deposited into the multimodal transportation account.
21 NEW SECTION. Sec. 2. A new section is added to chapter 46.17 RCW
22 to read as follows:
23 (1) A vehicle emissions fee must be paid and collected annually for
24 motor vehicles subject to the fee under RCW 46.16.0621, except motor

9 267 - 298 $325
10 299 - 362 $400
11 Over 362 $600
12 (2) For the purpose of administering this section, the department
13 shall rely on the grams of carbon dioxide (CO2) emission per mile as
14 provided by vehicle manufacturers, or other sources defined by the
15 department, to determine the grams of carbon dioxide (CO2) emission per
16 mile of each vehicle. The department shall adopt rules for determining
17 grams of carbon dioxide (CO2) emission per mile for vehicles without
18 manufacturer-provided information on grams of carbon dioxide (CO2)

Brent,

I had dinner with State Senator Mike Carrell from the 28th District a few days ago and he was decidedly opposed to this bill. He did not give it much chance of passing however the Democrats are in control in Olympia so it would be a good idea for everyone who opposes this bill to let your opinions be known.

Brent,

This bill is DEAD. It never got out of committee. Here is an e-mail reply from Senator Tom.

"I understand your frustration. The bill is not going to pass, I didn't even try to get it out of committee. What I wanted to do was start what I believe is an important conversation we as a society need to have regarding how we can reduce our adverse environment impacts, while reducing out dependence on foreign oil from an unstable region. Pouring billions into the Middle East is adding fuel to the fire.

My frustration stems from the auto companies fixation on every car going zero to 60 in under 5 seconds. There are a ton of clean burning diesels in Europe that are getting 50+ MPG. The US auto manufacturers are looked into yesterdays mentality that they can make $10,000 off every SUV sold. I remember in 2005 when we were debating the clean car bill (HB1397), when a lobbyist out from Detroit told me, "We (auto companies) have Washington DC locked up." Washington State has a rich history of showing leadership, and I believe we must do everything we can to intelligently address global warming. I appreciate your thoughts and feedback.

Best of success,

Brent,
Thanks for bringing this to our attention. I agree with Steve we better contact our Reps quickly on this and let them know about our opposition. The longer residents wait to express their opposition on this increases the chance that all or some portion of this will sneak through.

Tree hugging bearded liberals.
They are nothing short of socialists. I am worried about Barakass Hussain Obuma. He stated that a tax roll back is in his plan to pay for his socialist redistribution of monies from those that work to those that don't. He defines "The Rich" as those families that make over $75k annually. Sounds to me like he is after the vote of the cities as they will be the beneficiary of my hard earned tax dollars.

I am guessing that the tax mentioned in this tread is another way to redistribute cash from those with it to those that don't.

WHERE ARE THE CONSERVATIVES.............Ahhh

I am usually more upbeat but this is crazy. I work hard to enjoy family, friends, and hobbies. Just gets harder every day.

BTW the ice pack that used to span the entire central US melted way before global warming was in vogue. Whats next, will cars be spray painted green just as fur coats did in the 80's?

Well this must have got us all fired up as it looks like Jim was answering that the bill was dead at the same time I was sending my comment. That is good it shows that we are alll ready to express our opinion to our State Reps if necessary on this. I still plan to contact my Reps to confirm that this proposal does not get brought back.
Thanks for the update Jim.

Interesting...I agree with not lining the pockets of the Middle East, so how about we start looking for oil on our own soil. We're going to use oil for the foreseeable future regardless of the size of the engine or mpg. And lets stop using coal fired power plants and build an appopriate number of nuclear power plants for this country. There's a perfect world over night which the greeners want to force on us, and then there is reality.

Also, when he says the auto company's focus on 0-60 times....well....it's their focus because the consumers (the people who vote for the politicians) want that.

I think that I will change me CR to pedel power. It won't go fast but what a workout.

Seroiusly though, should a Cobra with a 5+ liter engine that gets driven very low miles have to pay that fee? How about a new auto that costs $500.00 or more for registration and then you have to pay another $300 - $500 or more, that would suck. It's just the government trying to run our lives more than they are now.

Arrow Both directions!

I feel you Brent, this is getting ugly.

Here in Cali they want it both ways. They push the hybrids by giving out "carpool lane passes" for them, and now there's talk of taxing them an additional $500-$1000 per year because they aren't paying enough hwy taxes at the pump per mile driven!

jdog
P.S. People with high mileage engines are freeloaders, riding on the backs of us (Cobras) that pay more of the hwy taxes!

Angry seeds are planted

Once the idea is brought up it's just a matter of time till it's passed. I remember several (25) years ago giving a speech about the government banning smoking in federal buildings. Thats fine but its just a matter of time until its everywhere and will start to include anything the government deems bad for you. Now there are towns that have banned smoking in the city limits period. There was a bill a few weeks ago on our senate floor that failed it basically said fat people can't eat in public dining establishments, who decides if you are fat? The fact it made it to the state senate in the first place worries me. Anything that is posed as good for us will eventually pass because enough people won't say anything. As long as we have people that will elect the likes of Turd Kenedy we are in trouble.

As far as oil goes we have more than we need, we just can't get it, you know its bad for mother earth to poke those holes in her. Everytime I hear someone complaining about being dependent on the middle east I want to scream. It doesn't have to be that way!

I could keep venting but it boils down to this. Government is too big and we have too many people that think its the governments job to regulate everything and support them in the process.

I loved it when Mitt said if the United States wasn't careful we would become the France of the 21st Century.

Pretty disheartening. If there was a real concern about waining from a dependence on foreign oil one would think alternative energies would be brought to the table immediately. I was speaking with David Kirkham about alternatives. He pointed out the amount of natural gas reserves we have in the U.S. Why we are not using them as-well-as building more nuclear, solar and tidal power generators is beyond me.

Default No Chance it would pass the Senate or the Gov would sign.

For a variety of reasons it seems clear that the American Public has decided to let the market determine our energy policy. It probably has to do with a healthy distrust of Government and a trust in the laws of supply and demand and the resultant market solutions. As the price of gas increases , alternative energy sources and distribution networks will become available. In a free market society, there will always be a supply at the least cost to meet demand...if you can keep the gov out of it. About 40 years ago, Sen Jackson said the the last of the oil reserves will remain in the ground as there will be cheaper sources availble.

Default New scare

There is a new scare going on now. Seems that a "new" study is out that says if we don't completely get off of fossil fuels our water supply will be gone by the middle of the century. I'm trying to figure out where it's going to.

These eco-terrorists are the same guys that took lead out of gasoline, cigarettes out of public places and sewage out of our water! Who do they think they are? These a$$holes think that there is a finite amount of clean water and clean air, how ridiculous. These are the same jerks that don't want me dumping my used oil in the stream behind my house. Who the hell are they to limit my freedoms? I say it's time to bring back leaded gas, asbestos clutches and brakes, and big gas guzzling cars!

There's plenty of oil to go around, it only costs so much because we elected a democrat to the White House 8 years ago. Things would have been much different had we elected a Republican. BTW, who started this rumor about Lake Mead drying up?

It looks like we have a new energy policy.
This ought to do the trick.

Last time I checked, there has not been a terrorist attack on US soil in 7 years, not bad for a "democrat." Perhaps Elliot Spitzer would have done a better job.

Hey JTD:
Nor for the previous 60 years.

Speaking of Eliot Spitzer, he should go to jail. Anyone who spends $4,000 for a few hours with a woman instead of doing a Skip Barber Race Weekend deserves to do a little "Hard Time".
