Looked it up. 63 in the Fairlane, 64 in the Mustang.

Yes they are my sons. He bought a mustang ii from an older man. The car was built years ago. We removed the heads and found they were 1963

Casting started in February 1963 in preparation for HP289 engine assembly that started the first work day of March 1963 for Fairlanes and Cobras. During 1963½-1964½ the progression of castings I have listed are:
C3OE-E 1963½ engines
C3OE-F 1963-1964 engines
C4OE-B 1964½ engines starting mid April 1964
C5OE-A 1964½ and 1965 engines circa April 1964
PS Shelby Cooper-Monacos, early GT40s, Lotus 30s, and other street and race cars used five bolt HP289 engines also (in low production numbers).

In restoration work the engine assembly date must be known to narrow down the day one possibilities. After the first two weeks in April 1964 you need to know what type of car (Fairlane, Cobra, Mustang) the engine was intended for. It is a real good idea to get a copy of Bob Mannel's book on 1962-69 small block V8 engines.

Potential buyers would probably be interested in:
Exactly what the casting number is for each unit?
Casting date of each unit?
Have the decks been milled and if so how much?
Any performance or race type modifications and if so exactly what?
Have they been non-destructively tested looking for hidden flaws or cracks?

Depending on who is wanting what the "value" spread can be very large. Example: A super nice near mint used set of race heads as used and sold by Shelby American by one of three head preparation shops might be worth premium dollars to one potential buyer while absolutely near mint stock might be the most valuable to somebody restoring their favorite old car.

In 2005 I sold a pair of HP289 heads for $100. I removed them from an engine in a car we bought. They had the strangest home done ill advised modifications I have ever seen. The buyer was going to practice his welding and machining skills on them.

This is the son. The heads were milled a lot. No cracks and I don't believe they were honed. They do have rod guides in them. The number is C3OE. The date code is 8M23.
Although it might seem crazy the car also came with an original over the counter ford Cobra dual quad intake. It had 2 carter 500's on it but I went back to a single 4 barrel and sold the carbs. I will be selling the intake as I still have it. I am not sure what the block is. I am starting to wonder if he pulled an entire motor from and early car? I will be pulling the block is there anyway to tell if its anything special?

You need to post a picture of the heads. That will tell in an instant if they are in fact 289 HiPo heads. Early heads had the guide plates built into the heads. If they added guide plates without machining the cast in guides out that is a no no. Did you have them crack checked? How do you know they were milled a bunch? Did you CC the chambers? The casting number and date casting numbers will tell you what the block is. But to really tell what it is you need to at least pull the pan off. This is if you think its a HiPo block . How many bolts hold the bellhousing on 5 or 6? What size are the rod bolt nuts? Does it have wide main bearing caps? This is the kind of stuff that helps to find out what you got.

I didn't have them crack checked. They came off a running driving car so I believe they are fine. When I say milled I mean they were decked a lot. You can tell because the 289 on the bottom is shaved a little. They have manley guides that someone added.
As for the block I still have to pull it. When I pull it I can check all that stuff.

There was no real linkage. It was basically a coat hanger and a large spring. Was not set up and the car was never finished by the previous owner.
