Yep. Unfortunately, it's a pretty common occurrence. People fail to perform any due diligence and end up buying a car that is not legally registered in CA.
To add insult to injury, there's a high probability that a buyer can walk into any DMV office with a pink slip, pay the appropriate fees, and walk out with a title that is still not legal in California.
