Hi Bluesnake and welcome to the forum! Ask almost any question on this forum and chances are you will get the answer your looking for!
Ohio laws seem to differ from one DMV office to another! I had to register my SPF as a 2001 assembled vehicle, while other Cobra owners have had no problem with Registering as a 1965. Yes, there was a SEMA vote in the Ohio Legislature I think a week ago which will allow, among many other things, a Cobra owner to register there vehicle as to what year it closley resembles. I'm unsure as to the outcome of that vote.
I have found that it really isnt that important too me as to the year on my Title. With that being said, if you plan on selling the Cobra overseas, there are some countries that require the "1965" designation on the Title for importing purposes.
