Honestly, the CA process is a better model then what we have here. Amazing as that may sound. And our process in CT is better than NJ and MA

To clarify, the situation related to in this Thread applied to application of the model year law ( effective 10-1-09 ), year of production vehicle that kit car most closely resembles, instead of the year of registration being the model year. The challenges in implementation of model year registration did not prevent the kit car from being registered, only the model year assigned.
There are positives. As an example, a few years ago a group of hobbyists, Car Clubs and business' in CT were successful in obtaining an emissions exemption for all kit cars, providing written and in-person testimony to the Transportation Committee in the General Assembly. There are no limitations on the number of kit cars that can be registered using the exemption nor a procedure requiring advance approval to use the exemption.

CT Title:
" The acquisition of a certificate of title for any vehicle manufactured prior to 1981 shall not be required. The commissioner, in his discretion, may issue such certificate of title for such a vehicle. "
I do not have a Title for the 1969 AMX. With the Cobra kit car now having either a 1965 or 1966 model year, title is not automatically issued.

Exactly, I handed them an MSO and mow I have only a registration. Will I have trouble selling the car saying it doesn't have a title

The AMX never had a CT title, brought in from out of state. Doubtful it would be possible to trace , not knowing the possible other owners etc. AMX was registered in CT with a Bill of Sale only. Have registered in CT other out of state vehicles without having a title.
If CT does not issue a title on the older cars before 1981, for all the older cars sold to out of state purchasers, then it would appear the Bill of Sale would suffice. Otherwise, the vehicles could never be sold out of state ?

All your examples had titles issued in another state at some point. Had they been registered in CT in the years they were manufactured then CT would have issued a title. Conversion of an MSO to a title in a given state is a declaration the vehicle is street legal.
There's a problem with no title ever being issued. Should the laws change in CT with the seasons there is no clear declaration by the state of the model year outside a registration that as we have seen they can alter as they see fit.

MA. is a Title state so if you were to sell the car to a current MA. resident they would have to wait for a search thru MA. DMV for theft etc. Upon satisfactory search then MA. would issue a Title and Reg.
Can't say about any others.

Isn't the Safety Inspection process and standard VIN verification by the DMV Anti-Theft sufficient to determine the vehicle is " street legal "
My Cobra was originally registered out of state as a 1965. I registered in CT using a Bill of Sale only. After the Safety Inspection, the Anti-Theft unit checked the VIN , prior to obtaining plates , on the data base to authenticate the vehicle was not stolen.
If not having a CT Title is a concern, there is a process to apply for a Title.
Hopefully, a copy of the MSO was retained.
