Default Read out a "Assinged Identification Number" blue badge

Hello

I'm trying to find out more about my newly acquired Contemporary Classic Cobra.
It once was registered in California as I found a blue badge named "ASSIGNED IDENTIFICATION NUMBER" and two 6-digit numbers.

Is it possible to get any information about the history of the car with these numbers?
As I can not register myself in https://www.dmv.ca.gov I can not do any queries myself.

Is the information on that badge sensitive? Or can i post a picture of it in this forum?

the badge is like this one.
Is there e possibility to get some information about the car with this, or with the VIN?

I'm not sure they'd be so helpful with any history, although I'm sure they'd be happy to tell you if you owe them money.
IMO (and IME), you'd have better luck extracting info from a person at a BAR hotline.
